Environment Technology Verification (ETV)

The Centre for Ganga River Basin Management and Studies (cGanga) is managing the Environment Technology Verification (ETV) process on behalf of Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India. The purpose of this ETV process is to streamline and accelerate the introduction of innovative new technologies for the water sector. The ETV process is itself under development but is being trialled on a limited number of applications / expressions of interest received by cGanga.

Currently technology trials are being conducted within three broad categories:

Waste water treatment
Data and Information

Indirect pollution abatement and ancillary services (e.g. sustainable agriculture, sustainable hydropower, solid waste management, etc.)
The ETV process along with relevant guidelines is described below:

Step 1: ETV Application
Every company or organisation or a consortium applying for the ETV process is to make an expression of interest (EOI) to cGanga first. This EOI shall be reviewed by the cGanga expert panel. If the panel believes that the technology/solution has the potential of significant impact, it will then invite the company to sign a formal MOU with cGanga that will formally enter the company into the ETV process fr-libido.com.

Due to a large number of expressions of interest already received there may be a delay in initiation of the ETV process with the company. However, as the ETV processing capacity is built-up this delay shall be reduced down to a minimum in the coming months.

Step 2: Presentation to the ETV Panel

The applicant shall be required to make a presentation to the ETV panel. The panel shall evaluate the proposal on the following parameters:

(a) State of Technology Readiness Level (TRL)
(b) State of Commercialisation (in India) Readiness Level (CRL)
(c) Value for money
(d) Overall impact
(e) KPIs / Criteria for successful evaluation of the pilot

Notes

TRL: The technology should have achieved a level of TRL 5. In rare circumstances exceptions can be made.
CRL: If the applicant wishes to proceed further with the ETV process then they must provide a statement of their commercialisation readiness in India. It is necessary for Government of India to understand how the applicant wishes to scale up the technology in India, whether through a joint venture, licensing agreement, distributors or own subsidiary.
Further guidelines for the presentation shall be shared with the applicant when the date of the presentation is finalised.

Process to book a presentation slot
Pay in a fee of US$ 500 / INR 35,000 to book the presentation slot with cGanga expert panel. Send an email to etv@cganga.org to initiate the request for booking form.

Step 3: Preliminary Assessment Report

The ETV panel shall provide a preliminary assessment report to the applicant within 4 weeks of the presentation. The report shall also indicate if the applicant can proceed further with the ETV process or whether they need to make amendments to the proposition. The applicant can at this stage also withdraw from the process should they wish to.

Step 4: Statement of Pilot Funding

The applicant at this stage must be able to furnish a statement of availability of the requisite funding for the pilot. This can include own resources, partner resources, supporting letters from various funding partners.

Step 5: Confirmation from National Mission from Clean Ganga (NMCG)
The applicant file shall be formally submitted to NMCG for its final approval. The approval letter shall also indicate details of validity time period, pilot cost re-imbursement or if requested then the details of conversion of the pilot project into a service contract with a relevant Government department.

Step 6: Entering Pilot Project Development Agreement

The applicant shall enter into a specific pilot project development agreement with cGanga which shall include details on:

– Roles and responsibilities

– Requisite licenses and permissions

– Execution timelines

– Pilot funding

– Cost of ETV detailed assessment, evaluation and certifications
